Project Description

Since 2003 the Town of Babylon has worked diligently to move forward the revitalization of an economically distressed brownfield area situated adjacent to the Long Island Railroad transit station (Wyandanch Station) and the Straight Path Corridor. In 2011 a plan and form-based code were developed to transform the existing suburban corridor and transit station area that is characterized by odd shaped parcels, brownfield sites, parking lots, blighted buildings, and a lack of open space into the Downtown that Wyandanch never had. This plan and code establish the means to transform an area suffering from disinvestment. Coupled with a new sanitary sewer line that makes density possible, it also serves to address one of Long Island’s long standing problems – providing Next Generation Housing to stem the tide of young people leaving Long Island. Developed through a charrette process, the plan had to create a contextual traditional urban place, as well as be realistic from a market, constructability, and implementation perspective - one that a developer would be willing to build. It also had to address the complex multiple ownership and phasing issues, be flexible enough to allow for development at different densities, and allow for development both with and without structured transit parking, while ensuring the implementation of the urban design parti. The plan has been submitted to USGBC for LEED-ND certification (it is expected to receive a silver rating), and the code standards were coordinated to be consistent with the selected LEED-ND standards. Since the adoption of the code the Town issued an RFP for a master developer, received a significant number of responses, and has entered into an agreement with the selected developer. The plan has laid the foundation for the successful transformation of the Wyandanch Station area.
