            When a 1997 fire destroyed a summer residence in Montauk, N.Y., the home's owners weren't the only ones who mourned.             Our judges praised the Copeland Hill Cottages development for its pedestrian-friendly neighborhood design and for architecture that "doesn't over-style itself."
